What is MIPS?

The Medicare Access and CHIP Reauthorization Act of 2015 (MACRA) ended the Sustainable Growth Rate (SGR) formula and required CMS to implement the Quality Payment Program (QPP). The Merit-based Incentive Payment System (MIPS) is one way for practices to participate in the QPP.

Do I have to participate?

The MIPS performance year begins on January 1 and ends on December 31 each year. If you're a MIPS Eligible Clinician, you must report data collected during the calendar year by March 31 of the following calendar year.

How to Log In to the Quality Payment Program Data Submission System

To log in and submit data for Quality, Promoting Interoperability or Improvement Activities, clinicians will need to use the new HCQIS Authorization Roles and Profile (HARP) system. Previously, clinicians received their credentials through the Enterprise Identity Management (EIDM) system. Clinicians are encouraged to log in early to familiarize themselves with the system.

  • Previous EIDM Accounts: For all clinicians who previously had an EIDM account, you were automatically transitioned to HARP, and will use your existing EIDM user ID and password to sign in to the QPP website. If you have not logged in using your EIDM account in the last 6 months, you may need to change your password; if you have not logged in for more than a year, your account may have been deactivated.
  • New Clinicians: For all clinicians who didn't have an EIDM account, you'll need to enroll with HARP.
